Officials from the Commission on Higher Education (CHED) and Northwest Samar State University (NWSSU) conducted a site inspection of the proposed NWSSU extension class facility in Barangay Concepcion on Tuesday, August 4, 2026.

Prior to visiting the site, the delegation met with Municipal Mayor Hon. Elvira Babalcon and Vice Mayor Atty. Eunice Babalcon to discuss the upcoming educational initiative. The facility is currently being evaluated to officially offer a Bachelor of Science in Agriculture, Major in Horticulture.

The project highlights the municipality’s strong environmental advocacy. The classroom being evaluated was constructed using eco-bricks collected through the LGU’s “Exchange Your Eco-brick Program.” Designed to be fully climate-resilient, the green facility will also be solar-powered and equipped with a rainwater catchment system.

The CHED inspection team was composed of Dr. Catherine O. Iglesias, Chief Education Program Specialist, along with Education Supervisors II Engr. Romeo Lewis H. Tan and Kim C. Operario.

Meanwhile, the NWSSU delegation included Dr. Romeo Santos, Vice President for Academic Affairs; Dr. Jessie Sabijon, Dean of the College of Agriculture and Forestry; and Mr. Redem D. Tingzon, NWSSU Project Focal Person.

This landmark educational initiative is a collaborative effort between NWSSU and the Provincial Government of Samar, with the active support of the Paranas Local Government.

This new extension program is highly anticipated as it will be beneficial for the residents of Paranas and neighboring towns, providing them with accessible, quality higher education without the need to travel far. Furthermore, it is a major win for the local agricultural sector. By producing graduates skilled in modern horticulture and sustainable farming practices, the program is expected to empower local farmers, boost agricultural productivity, and strengthen the province’s food security and local economy.
