The Local Government Unit (LGU) of Paranas, in partnership with the Institute for Climate and Sustainable Cities (ICSC), convened local stakeholders for the Localizing Energy Transition: Empowering Local Governments to Co-Create the Renewable Energy Roadmap multi-stakeholder consultation on Monday, August 24, at Kirigtaan Hall.
The consultation brought together stakeholders from various sectors to help establish a localized and community-centered pathway toward energy security, resilience, and sustainable economic growth in the municipality.
Municipal Mayor Elvira U. Babalcon opened the consultation, emphasizing the importance of local ownership and multi-sectoral collaboration in advancing renewable energy development in Paranas.
“Through this meeting, we aim to establish a clear direction for Paranas, identify opportunities, address challenges, promote investment, and ensure that renewable energy development brings meaningful benefits to our communities. Let us work together to make this roadmap a product of shared vision and collective action,” Mayor Babalcon said in her welcoming remarks.
During the consultation, ICSC technical experts facilitated discussions and presented data to guide the municipality’s energy transition planning.
Senior Data Analyst Charles Jason Diaz provided an overview of the Philippine power system and presented the Paranas Energy Profile Situationer, which was subsequently validated by local stakeholders.
RE-Charge Pilipinas Coordinator Orlando Quesada introduced Community Renewable Energy (CORE) models as potential pathways toward strengthening local energy security and disaster resilience.
Meanwhile, ICSC Energy Transition Advisor Alberto Dalusung III discussed the Productive Use of Renewable Energy (PURE) and how renewable energy applications can help strengthen productivity and value chains across agriculture, fisheries, and emerging livelihood sectors.
The LGU of Paranas and ICSC also led participatory workshops to identify and validate initial renewable energy targets, milestones, and priority Programs, Projects, and Activities (PPAs) for the municipality.
The outputs from the consultation will serve as the baseline for the official Paranas Renewable Energy Roadmap, further reinforcing the local government’s commitment to a clean energy transition, energy resilience, and climate-resilient local development.
