The 12th Sangguniang Bayan of Paranas approved three significant ordinances on their third and final hearing on Tuesday, August 25, 2026, strengthening policies on municipal workforce development, sustainable tourism and cultural heritage, and tuberculosis control.
The Workforce Professionalization, Knowledge Transfer, and Return-Service Ordinance was sponsored and moved for approval by Hon. Leila Mari Babalcon and seconded by all members of the council. The measure institutionalizes professional development and knowledge transfer among covered municipal personnel, while establishing return-service requirements, incentives, and other mechanisms to maximize the municipality’s investment in learning and development.
The Paranas Sustainable Tourism and Cultural Heritage Code of 2026, sponsored and moved by Hon. It also provides for tourism fees and penalties and strengthens the protection and promotion of the municipality’s cultural and natural heritage.
Also approved was the Revised TB Ordinance, sponsored by Hon. Hector Joseph Araza and seconded by all members of the council. The ordinance adopts the implementation of the National Tuberculosis Control Program in Paranas and strengthens support for its activities and strategies toward achieving a tuberculosis-free community, including the appropriation of funds for its implementation.
These three ordinances are designed to strengthen local policies and enhance public services for the people of Paranas by focusing on the capacity development of municipal personnel, the sustainable management of tourism and heritage resources, and the intensification of public health interventions against tuberculosis.
