The Municipality of Paranas led all local government units in Samar Province with a top score of 110 (Highly-Functional) in the recently concluded Functionality Assessment of the Local Committees on Anti-Trafficking and Violence Against Women and Their Children (LCAT-VAWC), evaluated for Calendar Year (CY) 2025 performance, surpassing the standard 100-point scale.
The official evaluation results released showed Paranas achieving the highest score among all evaluated component local government units across the Province of Samar.
The assessment is administered annually to evaluate local institutional capacity and compliance with statutory mandates under Republic Act No. 9208 (Anti-Trafficking in Persons Act of 2003) and Republic Act No. 9262 (Anti-Violence Against Women and Their Children Act of 2004). Key evaluation areas cover committee organization, conduct of regular quarterly meetings, resource allocation and policy formulation, and the delivery of protective services, rehabilitation, and survivor support systems.
The individual performance of component LGUs contributed directly to the broader provincial evaluation, which saw the Provincial Committee on Anti-Trafficking and Violence Against Women and Their Children (PCAT-VAWC) of Samar achieve an overall functionality score of 106 (Highly-Functional).
The result highlights the sustained multi-agency coordination among the different offices and departments of the Local Government Unit of Paranas, local law enforcement, and partners in maintaining functional protective structures and responsive intervention mechanisms for women and children at the municipal level.
